Title VI Part B RLISP
Title VI, Part B, Subpart 2 - Rural and Low-Income School Program (RLISP) of the Elementary and Secondary Education Act (ESEA), as amended by the No Child Left Behind Act (NCLB) is a competitive program which assists eligible LEAs in addressing local academic needs more effectively by giving them greater flexibility in the use of limited federal resources.
It is designed to address the unique needs of rural school districts that frequently (1) lack the personnel and resources to compete effectively for federal competitive grants; and (2) receive formula allocations in amounts too small to be effective in meeting their intended purposes.
Eligible LEAs are those where 20 percent or more of children ages 5 through 17 years served are from families with incomes below the poverty line and are designated with a School Locale Code of 6, 7, or 8, as determined by the United State Department of Education's National Center for Educational Statistics.
